He asked some Astros analysts to pull up his times between pitches, studied the data and felt more at ease.

To shorten games and spur more action, Major League Baseball implemented its most consequential rule changes in recent memory. The shift is restricted, pitchers are now on the clock and every base is three inches bigger. The automatic runner at second base in extra innings is here to stay, too, but teams now have three seasons of experience with it to draw on.

Luis Garcia will have to change the elongated, multi-step windup that became his trademark under MLB's new rules.Pitchers will have 20 seconds between throws with runners on base and 15 seconds between pitches with the bases empty. A 30-second clock will run between batters. The pitcher must start his motion before the pitch clock expires. The batter must be in the batter’s box and “alert to the pitcher” with at least eight seconds left on the clock.

Garcia’s windup involves multiple steps laterally. League officials said they contacted pitchers this winter who are in direct violation of the rule. Garcia is foremost among them and should debut a more traditional delivery this spring. A fascinating subplot is his inclusion on Team Venezuela’s roster for the World Baseball Classic, during which he’d be free to revert back to his non-traditional delivery. It still may behoove Garcia to try his revamped motion in a game setting.

Teams stole 76 bases against the Astros last year, nine below the league average, perhaps in large part to Martín Maldonado’s presence behind the plate. Maldonado still possesses one of the sport’s best throwing arms, which may be able to mask some early growing pains with the new pickoff rules. Prospect Korey Lee has an electric throwing arm, too.
