The plan also would divide Houston into 17 service areas; 70 percent of the sidewalk fees collected in each area would be spent within its boundaries and 30 percent would be used citywide. The idea, Fields said, is to balance the need for sidewalk projects throughout Houston. The Greater Houston Builders Association, which represents the city’s residential developers, has been advocating for months to bring down the proposed fee to the current level of $12 per square foot for all eligible properties, Chief Executive Officer Aimee Bertrand said Monday.
“Given Houston’s diverse lot options, particularly in infill developments, a sidewalk is not always suitable for placement directly in front of a home,” she added. “We appreciate the opportunity to pay into regional sidewalk funds, in those instances.”
