How will the push for carbon capture and storage affect Houston residents? Many want to know.

. The alliance has organized informational events with Houston's city government as well as groups like Baytown Chamber of Commerce and Economic Alliance Houston Port Region.

Scott Castleman, a spokesman for the group, said Houston CCS Alliance has"worked collaboratively with community members and local leaders over the past two years to increase education and awareness" of the technology, and it plans to continue community outreach throughout the city, citing the ongoing support of leaders like outgoing mayor Sylvester Turner.

Proponents of the technology see it as a powerful way to retrofit existing energy production systems to reduce emissions, bringing vital climate change goals within reach where they could otherwise be unattainable. But that retrofitting is part of what other environmental and community health groups are concerned about.

"Without climate capture, utilization and storage, broadly deployed globally, over the next 30 to 40 years, we don't have a chance of meeting any of the climate targets. Because decarbonisation of point source carbon emissions is going to be essential, we will not be able to stop using fossil fuels," McConnell said.

While McConnell said business incentives have been the most significant driver of companies' interests, the federal government's investments are going up significantly. Among other monies the Inflation Reduction Act, signed into law by President Joe Biden in August 2022 tagged $369 billion for efforts to lower greenhouse gas emissions. This included a huge increase in the tax incentive for capturing and sequestering carbon dioxide to $85 per ton, up from $50.
