A hot-microphone in a Texas House committee hearing caught one of the top House members leaving the room "in case there's a motion to vacate," as tensions from a far-right Republican could result in a vote to oust Speaker Dade Phelan from his position.
That moment came just hours after Representative Tony Tinderholt, R-Arlington, shared a letter he had written to Speaker Phelan after an exchange on the House floor last week sharply curbed Tinderholt's ability to speak on the House floor. On Thursday, Tinderholt began to make a "parliamentary inquiry," a process by which representatives can inquire of how proceedings are supposed to work in the House of Representatives. More than once, Tinderholt has made parliamentary inquiries as a way to further political priorities on the House floor.
Before Speaker Phelan began to hear Tinderholt's parliamentary inquiry, he read a statement reinforcing a precedent that parliamentary inquiries should only be focused on matters at hand. When Tinderholt pushed back on that, Phelan ruled that Tinderholt can only ask parliamentary inquiries if he first goes to the Speaker or the House Parliamentarian.
