Hong Kong leader Carrie Lam has bowed to demands from anti-government protesters to scrap a controversial extradition bill. Her refusal to resign or address alleged police brutality sets the stage for new protests.

: Hong Kong leader Carrie Lam has formally withdrawn an extradition bill that triggered three months of protests in the city. The move satisfies one of the key demands made by anti-government demonstrators.

Hong Kong’s chief executive conceded to one of the five key demands of the protest movement but has ruled out setting up an independent inquiry into claims of police brutality and the misuse of baton charges, tear gas and beanbag rounds. Lam’s statement contained no hint she planned to step down. Reuters had reported earlier this week that Lam had said she wanted to resign in a private meeting with business leaders “For a chief executive to have caused this huge havoc to Hong Kong is unforgivable. It’s just unforgivable. If I have a choice, the first thing is to quit, having made a deep apology, is to step down.”
