Flash flood warnings were issued across Louisiana on Sunday as floodwaters filled the streets of downtown New Orleans.

Mississippi authorities rescued a man clinging to a tree and another man and his 4-year-old child from the roof of a submerged pickup truck as heavy rains caused flooding in the state and in neighboring Louisiana.

Mississippi Gov. Phil Bryant tweeted on Sunday that he had signed a state of emergency declaration for all areas affected by the storms. Sullivan, like authorities in other affected states, urged people to use caution and not to drive through floodwaters.
