Tyrell Wilson, 33, was shot and killed by then-Contra Costa Sheriff’s Deputy Andrew Hall, who has since been convicted of assault and sentenced to prison for a prior shooting.
Both Arboleda and Wilson suffered from mental illness, which Becton noted when announcing her office’s decision to charge Hall.
