With the Third Ward split in two, residents said they felt they couldn’t speak with one voice on HCC issues – exacerbating an existing problem as gentrification has physically fragmented the community in past decades.

" actually rebalances you as a system," said Lisa McBride, a partner at Thompson & Horton LLP."It’s a little bit of impact to every single member district but it’s not so much that it actually would change any election outcome."The redistricting effort occurred as HCC’s District 3 once again counted population losses in the 2020 U.S. Census.
"There were challenges, including population growth in the west side of the System," she said."Map 1A adheres to our agreed upon criteria, with as little disruption as possible, not only for district 3, but for all districts across the system." "This is a 10-year census that we have to look at and make the right decisions that impact our communities," Lira said at a February board meeting."We want our voice to be heard ... They say that we don't speak up and we don't vote and we don't do this and all of that. We're here to say that's not true."The alternate versions of the map would have meanwhile boosted the Black population in District 4.
"It's heartbreaking when you're trying to amplify the voices of the community, of their concerns, their wishes," Flowers said."I think did a yeoman's job of showing up and speaking out and asking for it to be reimagined."
