A large plume of smoke rises over East Palestine, Ohio, after a controlled detonation of a portion of the derailed Norfolk Southern trains Monday, Feb. 6, 2023. About 50 cars, including 10 carrying hazardous materials, derailed in a fiery crash. Federal investigators say a mechanical issue with a rail car axle caused the derailment. , County Judge Lina Hidalgo's office confirmed Tuesday.

Last week, Hidalgo expressed frustration that county officials were not notified of the wastewater shipments beforehand, calling it a"wake-up call." "The EPA explained to me that the residents of East Palestine need this firefighting water to be properly stored and disposed of rather than for it to be exposed offsite," Hidalgo said."In the past, jurisdictions from around the nation have stepped up to help Harris County when we needed it most. It’s appropriate for us to help when we have the ability to do so and when it can be done safely.

On Feb. 4, more than three dozen Norfolk Southern freight cars — including 11 carrying hazardous materials — derailed near East Palestine, near the Pennsylvania border, prompting an evacuation amid fears of a potential explosion from the wreckage. In a bid to avoid an uncontrolled blast, officials released and burned vinyl chloride from five rail cars.
