Gov. Greg Abbott is rolling out his first appointees to a new, controversial appeals court that will focus on cases involving state agencies and laws. Lawmakers approved the 15th Court of Appeals during last year’s legislative session. Proponents say it will reduce the burden on other appeals courts and make the system more fair by allowing cases affecting the whole state to go to judges who are elected by statewide voters.
