Civil Service Commission Commissioner Aileen Lourdes Lizada clarified on Wednesday, June 8 that those who are under the work-from-home setup are not entitled to overtime pay.During the Laging Handa Public Briefing, Lizada said that overtime pay is allowed if a person exceeds the number of hours provided that they report for work.“Yung mga nagwowork-from-home, satellite office, fixed place, you are not entitled to overtime pay,” she added.
She made the statement after being asked if the compressed work-week setup may affect the rules on overtime pay. She explained that the compressed work-week setup is a result of a consultation between the employees and the management. Under this setup, workers only report for work for four days at 10 hours each day constituting 40 hours a week. If an employee exceeds 10 hours at the office, she said that he or she is entitled to overtime pay.
CSC recently approved Resolution No. 2200209 promulgated on May 18, 2022 which will allow the public sector starting June 15, to adopt flexible work arrangements anytime. CSC said that it seeks to institutionalize flexible work arrangements as part of the nationwide effort to transition from a state of public health emergency to the new normal.
In a statement, CSC emphasized that flexible work arrangements are subject to the discretion of the head of agency on the condition that all their stakeholders are assured of continuous delivery of services from 8 a.m. to 5 p.m.
