Trustees expressed concern that former board president Ellen Clark is still overseeing money intended for district matters.

Texas education officials are investigating why the Lancaster ISD gave the superintendent a controversial $2 million buyout.While expressing appreciation for the work of the foundation, Board President Marion Hamilton echoed Jones’ concerns. She described Clark’s behavior while on the board as a “red flag” and noted that her ongoing role with the foundation is “very concerning.”

The foundation raises money on behalf of children and in the name of the district, trustee Carolyn Ann Morris said, illustrating the close relationship of the two entities. The Lancaster Education Foundation took in just over $19,000 in revenue in 2020-21 and spent most of it on scholarships and grants that year, according to a report submitted by Clark to the board in March. Clark has been involved with the foundation since at least 2006, according to the internal audit commissioned by school trustees, a copy of which was obtained by. The former trustee became the foundation’s president in 2009 and continued to serve in that capacity until 2019, the auditors wrote. She briefly served as both president of the foundation and of the board of trustees.

Trustees hope to work out a new contract soon, they recently said. The board is expected to discuss how to use foundation funds at a Tuesday meeting. “Transparency, credibility and sustainability are three pieces … that we need to always be keeping in mind so if a donor wants to invest in a foundation they have confidence that it’s going to be managed properly, that the money is going to be spent the way that you said it was going to spent,” she said.
