A COC is filed under oath by aspiring candidates to prove their eligibility before they are included in an election ballot. Laudiangco said Comelec is ready to conduct an immediate hearing and preliminary investigation on the allegations against Guo once they receive a verified complaint about it.Citing the provisions of the Omnibus Election Code, Laudiangco said the prescriptive period for the filing of an election offense case is five years from the commission of the offense.
