Mr. Putin’s Russia is a mafia state. This isn’t an insult but a scientific definition. There is Mr. Putin, and there are about 20 key lieutenants, each of them responsible for some particular area. They all hate each other and compete against each other, and no one is allowed to become more than a 10% shareholder of Russia’s power structure. If one of them tries to consolidate power or influence in their hands, others immediately start fighting against them.
