AMBASSADORS in Manila issued carefully worded statements in reaction to Beijing’s use of water cannon on the vessels of the Philippine Coast Guard and Bureau of Fisheries and Aquatic Resources in Bajo de Masinloc in the West Philippine Sea.
The ad hoc Arbitration Tribunal ruled in 2016 that Bajo de Masinloc is only a rock that, unlike islands, cannot generate its own maritime entitlements. The Tribunal did not rule, though, on the sovereignty issues of either the Philippines or China. It only declared that it is a traditional fishing ground, and that China has no right to stop Filipino fishermen from fishing.
On April 30, two China Coast Guard vessels fired water cannon on BRP Bagacay of PCG and BRP Bankaw of BFAR while they were enroute to Scarborough Shoal to supply food and fuel to Filipino fishermen in the area. The ships sustained damage. (see related story:
