The two key issues confronting human capital development in the Philippines are: 1) poor quality of education and 2) child malnutrition. If not addressed, these will pose serious threats to the country’s midterm to long-term economic prospects.
Many higher education institutions, especially in the regions, perform miserably in professional licensure exams, and, thus, serve mainly as diploma mills rather than true purveyors of higher education. The number of those who enroll and graduate in Science, Technology, Engineering, and Mathematics courses in the country is measurably low.
It should be noted that human capital is built mainly in school and at home. Programs and reforms meant to raise human capital should address issues that hinder the build-up of human capital in school and at home. To address the constraints and challenges described above and raise human capital development in the country in the short- to long-term, the following set of priority recommendations are proposed.
The basic education curriculum should be streamlined to what is essential and relevant. The curriculum should focus on developing 21st century skills, such as critical thinking, problem solving, and communication. The STEM curriculum should be improved to encourage more students to enroll in STEM from basic education to the graduate level.
