At a time when Republicans have consolidated power in the state Capitol, Whitmire, a Democrat, has somehow retained some measure of political clout. Republican Lt. Gov. Dan Patrick has allowed Whitmire to keep his long-held chairmanship of the Senate’s criminal justice committee and a seat on the powerful finance committee.
His challenger, Republican George Vachris, 72, is an engineer and public school math teacher. He’s running to improve Texas’ failing infrastructure, with a particular focus on the state’s vulnerable electric grid in the wake of Winter Storm Uri in 2021.
Whitmire has a bit more credibility in this area. Among his biggest accomplishments in the past decade are “smart-on-crime” reforms such as banning the biased “pick-a-pal” grand jury system and shepherding the Sandra Bland Act, which diverts mentally ill inmates toward treatment and requires independent investigations into jail deaths.
