The European Central Bank announced Thursday that it expects to leave interest rates at current levels at least through the end of 2019 and launched a new round of targeted long-term loans to eurozone

banks in the face of a slowing economy. The ECB, which had previously pledged to maintain rates at current, ultralow levels through at least the coming summer, on Thursday said it expected rates to remain on hold "at least through the end of 2019, and in any case as long as necessary to ensure the continued sustained convergence of inflation" toward the ECB's target of near but just below 2% over the medium term.
