. Its developer, Mehmet Coskun, is under arrest. Mr. Coskun, who was detained at Istanbul airport en route to Montenegro, said he obtained all necessary permits and inspections and denied that the building collapsed, telling a prosecutor: “Our building just laid on its side.”
