A dog sitter in Union County, New Jersey, has been charged with multiple counts of animal cruelty after one pit bull in his care attacked and killed another, authorities said. Vickens Moscova, 37, placed shock collars on dogs he was caring for and tied five dogs to a fence on a tether that was less than 15 feet, Union Township police said Tuesday.
