“Also, unlike cigarettes and soft drinks that bring slow but terrible harm to society, cannabis and its derivatives offer other benefits. Many are still being studied and explored. But what is certain is the additional government revenue it will produce,” he said.
Alvarez questioned why the government allowed the production and sale of alcohol, cigarettes and sugary drinks “despite the concrete injury and harm they bring,” while cannabis “does not make people reckless and aggressive.” Under RA 9165, cannabis or marijuana and its derivatives are listed as a banned substance under drugs in Schedule I.
But representatives from the Philippine National Police and the Department of Health have expressed reservations over the proposal to delist cannabis as a dangerous drug.
