Dempsey Walters, 29, is facing felony counts of second-degree assault and deprivation of civil rights, and two misdemeanor counts of third-degree assault and two misdemeanor counts of official misconduct.

Walters’ girlfriend was at the home when the incident occurred and called police, reports say. Walters reportedly joined police in searching for the teen and three others.that Walters first went to the home of a 17-year-old male whom he had argued with days earlier. Walters is accused of grabbing the teen and throwing him to the ground, injuring him, and then handcuffing him. The teen was never charged.
When Walters found out that police had arrested the 15-year-old suspect, he went to where police had him in custody and on the ground in handcuffs,. Prosecutors say Walters dropped his knee on the back of the teen’s neck and head. When the teen was placed into the back seat of a patrol car, Walters reportedly punched the handcuffed teen in the face. The punch fractured the teen’s right eye socket, reports say.
