Dallas panhandling epidemic needs intervention | Opinion

Cities have tried and failed and tried again to deal with this problem while protecting the free speech rights of people asking for money. It’s no crime to be down on your luck, and it’s no crime to ask someone to help you out.from becoming so pervasive that people going about their everyday lives feel harassed, especially by aggressive panhandlers who won’t take no for an answer.

But it has opened the door for all such solicitations because there is rightly no difference under the law for a panhandler or a firefighter to ask for money.any standing or walking on street medians less than 6 feet wide, in streets without medians or on parts of the street including bike lanes. A council committee has asked staff for some changes to clarify the ordinance won’t target pedestrians just trying to get from place to place.
No one expects that panhandlers will be able to pay the $500 fine. This is not about criminalizing poverty. It is instead about giving police officers and social workers the tools to intervene in ways that may actually help those who need help and move along those who are using people’s compassion as a money-making venture.
