A report detailing what the city got right and wrong in its handling of the natural disaster was presented to the City Council on Wednesday.
Police officers used their patrol cars to block flooded streets for hours because there were difficulties getting enough barricades, and residents calling the city’s 311 non-emergency line faced wait times of up to 12 minutes because there weren’t enough call takers, Vaz said. Multiple city vehicles stalled while being driven through standing water, and several couldn’t be found quickly because they weren’t equipped with trackers.
“There was no indication that we would get so much rain,” Vaz told the council. “They had predicted two to five inches, which is not a whole lot of rain when you look at it. But obviously, that didn’t happen.”
