Cuyahoga County Councilmembers are set to propose spending $13.7 million in American Rescue Plan Act dollars for parks, beautification projects and more in their home districts.

Councilmembers Scott Tuma, Michael Gallagher and Sunny Simon are expected to bring forth their 20 proposals as part of the controversial $66 million funds split evenly between the council’s 11 members at a Tuesday meeting. The spending model is controversial because some critics liken the discretionary accounts to “” that could give rise to political patronage and give councilmembers too much influence over how the money is spent.
The funding largely passes through cities located in councilmembers’ districts, which are receiving their own share of ARPA funds. The largest proposed expense is a $4 million clubhouse for Ridgewood Golf Course in Parma, followed by $3.5 million for Strongsville to improve its town center and make it more walkable, according to county documents.$854,355 for Middleburg Heights to improve the Southland District Streetscape$1,145,645 for a stormwater management project in Parma Heights$3.
