SAN FRANCISCO — States and cities across the country are cutting off access to open records and canceling in-person meetings, starving the public — not to mention lobbyists and other influence-brokers — of information as the coronavirus outbreak reaches into all corners of civic life.
In-the-open policymaking has receded as elected officials hunker down. The California legislature adjourned early and then delayed its return date. Illinois state Numerous Massachusetts municipalities have pushed off annual town meetings, which happen across the state every spring and draw large crowds.
While Cuomo has held daily news conferences during the pandemic, remaining constantly available to the press, the general public, lobbyists and activists have all been barred from the Capitol building, and reporters were unable to corner legislators as they left meetings about the budget — thanks to social distancing. Lawmakers approved the plan early Friday morning, with public access limited to livestream.
Rural communities with scant broadband access have been cut out. Some government bodies have halted meetings entirely, uncertain if they can meet obligations like public records retention. Others have forged ahead — whether constituents can participate, or not. Not every California city has passed a sunshine ordinance, or a local law that generally adds to state requirements regarding public access to government meetings and records. In the cities that have, a suspension of the ordinance means a rollback of these additional transparency rules.pausing all deadlines laid out in LA’s municipal code.
