MARTINEZ — The Contra Costa County District Attorney’s Office has found that the 2021 death of a 47-year-old man was not caused by the Richmond police officers who handcuffed him shortly before he went into medical distress, the agency said Tuesday., after officers responded to reports of a disturbance in the 12600 block of San Pablo Avenue. Police reported that they found Gutzalenko bleeding from his palms and agitated before putting handcuffs on him.
The report said Tagorda placed a knee on Gutzalenko’s ankles and that Hall placed a knee on his left buttocks. Tran applied pressure to Gutzalenko’s shoulders, according to the report.
