WHEN Vice President Sara Duterte sparred with Sen.
Risa Hontiveros at the Senate hearing on the budget of the Office of the Vice President , where Duterte showed nothing but contempt for Hontiveros, despite the latter's respectful demeanor in performing her duty to scrutinize the budget being asked by the OVP, we never thought that it was just a front act to an even more contemptuous performance.
It is but proper for Congress to scrutinize an office that is requesting a budget of P2 billion but was found by CoA to have possibly misused funds that were given to it in 2022. This is not to mention the fact that the amount was not even part of its original appropriation for that year.Arroyo was obviously muddling the issue when she falsely claimed that the budget deliberations are not the proper venue for Congress to exercise its oversight function.
