During a House budget hearing, community college leaders said the 2% increase Gov. Josh Shapiro proposed for their schools in his budget falls short of the 15% boost they said is needed to help them fulfill their mission of providing high-quality, affordable and accessible education and workforce training.
Elizabeth Bolden, president & CEO of the Pennsylvania Commission for Community Colleges, said the funding model for community colleges is becoming unstable due to the erosion in state and local support. Dividing up the governor’s proposed increase in the appropriation amongst the colleges would give HACC, Central Pennsylvania’s Community College, the largest of the state’s community colleges, $700,000 more, she said. If the final state budget agreement results in less than that figure, Bolden said the community college leaders will have to rely on their well-practiced skills of being creative and deciding how they can manage with the appropriation they are provided.Bolden said tuition at a community college in Pennsylvania hovers around $5,300. While it is designed to be an affordable option for students, it is still out of reach for many families, she said.
