The report also includes a discussion of the administration’s proposed $6.73-a-month fee for the green cart service. Of that, $3.41 would cover the costs of collection and managing the carts, $1.92 would pay for processing, $0.68 would be used for program management, $0.54 would pay for capital and reserve contributions and the remaining $0.18 would be earmarked for bylaw enforcement, education and communications.
