THE Commission on Elections will move the filing of certificate of candidates to an earlier date as part of its systems reform to address the recurring problem of candidates which the law considers as mere 'nuisance.'Comelec spokesman John Rex Laudiangco said the move was the poll body's response to electoral controversies hounding the commission before and after every election brought about by nuisance candidates.The most recent case involved congressman-elect Romeo Jalosjos Jr.
Under the present system, filing of CoC is done in the first week of October while the printing of ballots is done in January of the election year, which only gives the Comelec barely three months to act and decide on cases against nuisance candidates.He added that the Comelec also wanted to make cases against nuisance candidates a summary proceeding to fast-track their resolutions.Surigao Rep.
