Based on a true story, 'We Own This City' looks at police corruption in Baltimore

Before we dive into the dark, murky waters of HBO’S “We Own This City,” let us journey back to 2008 and the final season of HBO’s “The Wire,” when the big scandal involving the Baltimore Police Department was fictional homicide detective Jimmy McNulty’s scheme to get more funding for his depleted department by inventing a serial killer.

At the end, the unit was being led by Baltimore Police Sergeant and resident loose cannon Wayne Jenkins, who was sentenced to 25 years in federal prison for a host of things, including two counts of robbery, destruction, alteration, or falsification of records in a federal investigation. When we meet Wayne, it is January of 2017, and he is instructing a class of newbie officers on the fine art of policing, Baltimore-style. It’s a bravura performance that hits all of the sanctioned talking points about how brutality won’t get you anywhere on the streets , while also giving a wink and a nod to the fun of “getting your licks in.”

Also, how the public’s understandable mistrust in a corrupt police force poisons the whole legal system, from finding people willing to serve on a jury to convincing witnesses and tipsters to come forward with what they know. No wonder Baltimore’s 2017 murder rate was at a record high of 56 homicides per 100,000 people.
