City Council President Blaine Griffin said that Council has a duty to weigh the city’s budget as a whole, and that extra money requested for the commission will instead go to other pressing needs, including programs for seniors and youth.

The charter amendment, now known as Section 115, requires the city set aside a minimum amount of money for the commission: no less than $1 million for operations, and the equivalent of 0.5% of the police budget for grants CPC must distribute to community organizations focused on violence prevention, restorative justice and mediation programs.
Both council and Bibb both wanted to maintain a balanced budget overall, so any of council’s additions to the budget were to be offset with cuts elsewhere. That extra money for the police commission was among the items at the top of the cut list last week when council negotiated the final budget proposal with Bibb’s administration.
But the commission’s interim executive director, Jason Goodrick, wasn’t satisfied with those kinds of arguments, saying the commission justified its budget needs. Goodrick also pointed to the relatively small sum involved, given the grand scheme of the city’s $710 million general fund budget.
