Members repeatedly alleged that Glassburn could not represent their needs because he was not a regular rider. Martin Sweeney had asked the county’s Inspector General Alexa Beehler if either relationship posed a conflict of interest or would prohibit him from voting on the nomination but was told it did not, according to emails shared with cleveland.com
