Though a U.S. Customs and Border Protection investigation deemed agents used unnecessary force chasing down Haitian migrants on horseback in Del Rio last year, they did so on orders from Texas DPS.
One of the agents used his horse to “narrowly maneuver” around a small child, standing on a slanted concrete ramp near the river’s edge, as he chased down one Haitian migrant, yelling denigrating comments, including: “Hey! You use your women? This is why your country’s shit, you use your women for this.”
“The situation in Del Rio at the time of this incident, it was chaotic and unprecedented,” Magnus said at a press conference announcing the findings. “There is no justification for the actions of some of our personnel, including unprofessional and deeply offensive conduct.” Unnamed DPS officials denied requesting assistance from border patrol agents or ordering them to do anything in the 511-page investigativeA DPS sergeant who was on the scene denied asking for help from border patrol, but told investigators that he thought the agents’ hands were tied and “expressed concern” that they were told to let the asylum seekers enter the country.
Border patrol agents told investigators that DPS officials requested help in clearing the boat ramp where Haitian migrants were crossing into the U.S., according to the report. One agent told investigators that they “assumed TXDPS had made the necessary notifications as they were the lead in the action being taken.”The report concluded that the agents carried out the operation at the request of DPS “as a result of a lack of command, control, and communications.
