MANILA, Philippines – When there are upcoming elections, there is the week-long filing of certificates of candidacy or nominations — the usual process — right?

Yes, except there are new, stricter, and more practical and commonsensical guidelines that the Comelec is adopting when it accepts candidacies October 1-8, 2024. Did you know, for example, that independent candidates, political parties, and election watchdogs can, and are encouraged to deploy watchers during the COC filing?

Can shrewd politicians still trick the poll body, their rivals, and the voters about their intentions by substituting way after the filing? They should think twice this time. How does an aspirant fill in the fields in the COC form asking for his or her ballot name? There are strategies to consider, according to Comelec Chairman George Erwin Garcia.
