The first three months of 2023 set a preliminary record for tornadoes, but April has slowed that frenetic pace (so far):

Both 2022 and 2020 were above average, with 219 and 264 twisters, respectively. That's why the month's average of 197 is just an average, with some years higher and lower than that benchmark.
Reliable tornado records date to 1950, but a majority of the most tornadic starts to the year have been since 1999, as the table below shows. That's partially due to a better ability to detect and confirm tornadoes, particularly weaker tornadoes, in the modern era.Simply put, the combination of sufficient Gulf of Mexico moisture and strong jet-stream disturbances haven't aligned as perfectly for bigger tornado outbreaks like earlier in the year.
The jet stream provides deep wind shear, or changing wind speed and direction with height, that can help form tornadic thunderstorms. For comparison, April has had one day so far this month with 20 or more reports of tornadoes. January had four such days and March had two days, including a whopping 162 on the month's final day. That one day largely contributed to the record start to the year.
