Carrying out elections abroad is part of the agenda for the 2024 election stages. Potential vulnerabilities in other countries need to be a serious concern for all stakeholders in order to maintain the quality of election results.

The next vulnerability lies in countries with a high and continuous influx of voters, namely Taiwan, Hong Kong, Saudi Arabia, Singapore, United Arab Emirates, South Korea, Brunei Darussalam, Qatar, and Oman. One of the challenges for the election organizers in compiling voter data overseas relates to the movement of Indonesian citizens in and out of the country. The completeness and accuracy of data is crucial. Administrative issues regarding citizenship add an additional hurdle for the implementation of overseas voting.
The voting methods abroad are, first, voting at overseas polling stations which are also commonly done in the country. Second, voting using the Mobile Ballot Box model, and third, voting by mail. This happens almost in every region that uses the postal ballot method for elections. Additionally, there is a potential for the ballots that are sent to be tampered with. This was found during the 2019 election in Kuala Lumpur, Malaysia.Another potential issue is that many migrant workers cast their vote by mail because their employers fail to inform them or are late in providing them with their mail-in ballots, resulting in them not being able to exercise their right to vote.
