The proposal's authors are Mustafa Suleyman and Eric Schmidt, co-founder of Inflection & DeepMind and former CEO of Google, respectively, along with Dario Amodei, Ian Bremmer, Tino Cuéllar, Reid Hoffman, Jason Matheny and Philip Zelikow. They have published their opinion piece in the, arguing that AI needs a similar body that can provide policymakers with regular assessments of the scientific basis of AI, its impacts and future risks, and options for mitigation and adaptation.
According to them, the IPAIS would not conduct its research but instead collect and analyze the existing analysis from various sources, such as academic institutions, industry organizations, civil society groups, government agencies, etc. It comprises computer scientists, researchers, experts, and stakeholders from different disciplines, sectors, and regions. It would be independent of any political or commercial influence or interest.
The authors say that this makes the IPAIS such a promising model — by staying out of primary research or policy proposals, it can avoid the conflicts of interest that inevitably come with a more active role. With a scope narrowly focused on establishing a deep technical understanding of current capabilities and their improvement trajectories, it would be cheap to run, impartial and independent, built on a broad international membership.
