FRESNO — Last October, Las Vegas resident Justin Junius Carter was arrested and charged with kidnapping his entire family at knifepoint and moving them to another city in Nevada, an alleged crime that authorities say was only thwarted because his estranged wife was able to sneak a 911 call in the moving vehicle without Carter noticing.wasn’t enough to deter him.
An undercover HSI agent took over from there, contacting Carter, who — under the screen name JAMON20 — allegedly first requested his estranged wife be murdered and that it be made to look like an accident, but then “amended his plan and wanted the female and her children kidnapped with the option to kill the female still open,” the complaint says.
From there, Carter allegedly directed Larsen to conduct “reconnaissance” at two addresses — one in Fresno, and one in Oakland — where he believed his family was staying at the time. In early December, authorities allegedly acquired surveillance showing one of Carter’s relatives, who has not yet been charged, using a Bitcoin ATM in Las Vegas to send the payment to the undercover agent.
