A former San Marcos police officer who killed a woman with his vehicle and, in a separate incident, used a stun gun on a compliant suspect can still work in law enforcement after being fired. But activists in San Marcos aren’t having it.
But activists in San Marcos aren’t having it. About a dozen attended a police chief’s advisory panel meeting to push police to charge former Sgt. Ryan Hartman with felony assault for the stun gun incident. A felony conviction results in the suspension of an individual’s peace officer license, according to the Texas Commission of Law Enforcement Rules Handbook.
Standridge said there were “conversations” between the district attorney and the Texas Rangers over a possible investigation into assault charges for Hartman, but Standridge was uncertain where those conversations stand.for insubordination Jan. 18. Hartman can still legally work as a peace officer after his dismissal, leaving Pam Watts, a survivor of the wreck that killed her partner, dissatisfied.
Hartman’s truck contained a half-empty beer can, but the blood test taken three hours after the crash — Hartman refused a test at the scene — showed no evidence of alcohol in his system. Hartman was charged with distracted driving and placed on administrative leave until a Caldwell County grand jury declined in November 2020 to charge him with a crime related to the wreck.
Albian Leyva, the man Hartman stunned during the arrest, filed a civil lawsuit against Hartman and the city of San Marcos.
