Mike Beebe successfully pushed Medicaid expansion by Bobby Harrison, Mississippi Today August 24, 2023 Shortly after President Barack Obama ushered the Affordable Care Act through Congress, the U.S. states expanding Medicaid were for the most part Democratic-dominated states in the northeast and west coast with a sprinkling of left-leaning midwestern states. There was, however, a notable exception: ruby red Arkansas.
