Matalas and Stashwick are keeping the means of Shaw's resurrection a secret until Legacy is commissioned. One potential way for him to return would be as the USS Enterprise-G's emergency command hologram. Created by the crew of the USS Voyager, the ECH was deployed when the entire command crew were incapacitated.
