Despite issuing notices and offering assistance, the STL operators did not respond or comply with the requirements.The BPLO had informed STL operators that they needed a Resolution of No Objection from the City Council and a Letter of No Objection from the mayor's office to obtain a business permit.Saavedra noted that these approvals are essential for gambling businesses like STL to legally operate in the city.
