Gotham is the most crime-ridden city in the DC Universe; it is also home to a higher-than-average number of totally weird, unhinged villains.
Batman has always had some of the strangest villains in comic book history, with his home of Gotham City populated by an above-average number of weird, unhinged rogues. Some have risen to be cultural icons in their own right – the Joker, of course, and the Riddler. At the same time, there are dozens upon dozens of Batman villains even dedicated fans have forgotten about for one reason or another.
10 Cavalier Many characters enter a life of crime because they simply have no other options, in order to survive, or to get what they want. This was true of one of the oldest villains on this list, known as the Cavalier. Cavalier first appeared in Detective Comics #81 – by Dan C. Cameron, Bob Kane, and George Roussos. Cavalier was a personal friend of Bruce Wayne, and a very rich man, who ran a private museum of exotic relics.
7 Penny Plunderer Most Batman fans are familiar with the giant penny in the Batcave, but not everyone can actually say where that penny originally came from. Most would make the educated guess that it's from a heist involving Two-Face, but that's not exactly correct. Starting in 1947's World's Finest Comics #30, by Batman creators Bill Finger and Bob Kane, Joe Coyne started out as a man selling newspapers for pennies, but he was eventually fired.
4 Batzarro Superman villain Bizarro is famous, but not as many are as familiar with Batzarro, who first appeared in Superman/Batman #20 – by Jeph Loeb, Ed McGuinness, Dexter Vines, Lee Loughridge, and Richard Starkings. Named Wayne Bruce, his parents had not been killed, unlike his iconic opposite. This led Batzarro, who had living parents, to kill someone else's parents. Despite this shocking origin story, the character has not made much of a villainous impact beyond that.
