The list of Jedi who could defeat Palpatine ranges from well-established Star Wars canon names to obscure Jedi from Legends. While Palpatine is not one of the oldest Star Wars characters from an in-universe perspective, the Star Wars franchise as audiences have known it since 1977 is essentially a Palpatine story. From the “Emperor” in the original trilogy to Sheev Palpatine in the prequels, Darth Sidious was behind all of the events in the Skywalker Saga, including the Star Wars sequels.

As such, if Anakin was powerful enough to shift the galaxy’s power scale in Palpatine’s favor, he was powerful to pose a threat to Palpatine.
3 Rey Rey defeated Palpatine in The Rise of Skywalker, presumably ending the Sith once and for all. Darth Sidious was at the height of his powers in The Rise of Skywalker, having become “all the Sith” and made Exegol his throne room to once more take over the galaxy. Rey, on the other hand, was guided by every Jedi who came before her. Rey is technically related to Palpatine, which also helps explain why she was powerful enough to defeat the ultimate Sith.
